A huge chunk of Pekora's viewers are from Japan, meanwhile Gura is a worldwide phenomenon and has fans all across the globe. Meaning that: the reason why Gura gets more VOD views despite raking in less concurrent viewers during streams compared to Pekora, is because fans who live in terrible timezones (such as EU, who constantly have to watch or skip Gura streams at 2 to 5 am) come back to watch them.

Honestly at this point it's more about reliance on Enma than expecting anything from Gura. I look at it from a /biz/niz standpoint. You can't just take the chuuba world by storm, become one of the most popular VTubers worldwide, have a brilliant marketable design to the point that you get ranked top #4 holo with the most artworks on Pixiv, passing 30~40~ vtubers who work in the same agency way longer than you have (all in a span of 5 short months) and NOT capitalize on this success.
Maybe it's all false promises from Gura's end, but I'd feel terribly sad for chumbuds if they all came to agree that their oshi is willing to lie to stall and wait their expectations to die out.
