you'd have to implement an entirely new database that at least would have to randomly generate probability based on who was more powerful based on stats at least.
This would go step on the toes of the combat system at least with having untold effects on all the other systems in the game that call upon the CSVs not to mention random bugs that pop up in unrelated systems
