Never seen it either. It'd be very time consuming, though - think of it as the cosplay equivalent of making a ghillie suit. And if you wanted the tails full and fluffy enough to match Ran in-game, they'd be very heavy and hard to keep stuck on. You'd probably need a corset or a harness or something to attach them to.
