Between her LW, her skills, and her abilities she'll reach +11 crit attack turn 1, so that's not it. My interpretation is that this card is to be used when you want to increase the entire team's burst damage. -3 crit def vs all is really good; it just doesn't benefit Sakuya. It's more of a support option when your teammates have active slayers but little of their own crit enhancement.
