Even if it was only 1 person it'd be troublesome, but even then you have all the customers noticing the similarities to Yuugi's oni milk. The milk supplier, being the only one doing the job rather than tons of regular cows, naturally is going to be verified by the ones in charge to see if she's a good pick.

These same people are the ones who would notice the similarities to Yuugi's milk when they're first testing Kasen out for the job. The customers are also going to want to know who is the village milk supplier.

Seeing the aforementioned and the fact that we see her being far more busy being at Reimu's place, it's pretty safe the say the milk supplier job would go to someone that not only wouldn't be worried about her identity but also would have enough free time to supply the village with milk every day.

Yuuka would be a fine fit.
