In any case at 120 dual wield skill you'll have a 7% accuracy penalty. At 140 it decreases to 6%, 5% at 160, 4% (at this point all 24 hands on a 24 handed mutant will be positive accuracy) at 200, 3% at 250, 2% at 330, 1% at 500, and at 1000 Dual Wield skill you will have no dual wield penalty whatsoever.

As you can see, the decreases are noticeably sooner than when you would expect following the formula, this is because it takes multiple tens of levels to reduce the percentage at this point, and the game rounds these decimals down. The game will round 5.95% down to 5%, so technically speaking you'll be far ahead of the curve for most of the later skill levels.
