you'll never understand my disappointment

how many "masterminds" are we up to including the mentioned ones, 15? just 2-3 more and they'll outnumber the totally significant C3 universe the devs have been shilling for almost 2 whole years now and counting. what's the goddamn point of mentioning them here and there if 1) they won't ever appear regardless, and 1.5) they can't even bother designing them?

we already have L80 Reimu who is supposed to take down the masterminds with help from her universe, why do we need a whole new copy of her doing the exact same thing?
