Portal construction is mostly a solo endeavor, as gensokyo would usually manifest into your own personal version. Some people do decide to work together though, under Gensokyo Portal Construction Pacts. It's a bit more complicated and sometimes people disagree and fall out of the Pact, and even worse some people get stuck with a version of gensokyo they don't like.

I recommend you work on your portal alone.
