If you look at the website of the 日仏文化協会, you can see the schools that are in the exchange program, all of them are private schools with huge tuition fees. You'll probably find rich kids from the EU, America and China there.
The cost of the exchange program is 2k-5k dollars a month, what are you smoking to think that they would be dumped in some of ghetto school or refugee camp?
