Are we reading the same article? What is stated is that weak youkai like these (i.e. Sekibanki, Wakasagihime and Kagerou, all of whom are indeed relatively weak) have established a network for information exchange. There is nothing in there about Sekibanki's membership. Moreover, her DDC profile states she doesn't socialise with either humans or youkai, excepting the Mallet incident, where she was acting out of character.

Look, you can associate her with the Grassroots all you want, I know I do for want of extensive characterisation, but as far as canon is concerned, there's no word on her being a member.
