Nothing wrong with extra inbetween ranks, but 890k is a retarded number pulled out of some executive's ass. Not that arbitrary score thresholds are of any importance.
I honestly don't like what they did with the new difficulty scale. Extra ranks are good and all, but they wasted it on inflating low levels my grandma could breeze through. 15-18 ranks could really use being split into two. 15 especially, there's a huge difference in difficulty between easy garbage like this one and high-end 15s like Legend of MAX or a lot of ITG charts.
