Just found this on the 1995 Kobe quake:

"After the 7.2 magnitude quake destroyed bridges, uprooted homes, fractured whole neighbourhoods and killed more than 6,400 people, nearly two full days passed before adequare numbers of police and rescue workers were dispatched to the disaster site. The rescue dogs that were specially flown in from Switzerland to paw through the rubble in search of survivors were detained for a week at airport quarantine. Officers assigned to one sector of the city refused to come to the aid of victims trapped under rubble just a few yards away, in a sector outside their jurisdiction."
