I'm pretty sure Seirarin was a victim of her own success. She became so important to the undergirls, both the members and as a fan favorite that management probably felt they had to keep her down there. Same thing happened to Himetan pretty much. It wasn't til they needed to replace MaiMai that Himetan got her break. If there was a big grad earlier Seirarin probably would have had her chance.
