Both the composing and lyrics were done by the same man who wrote OiSa, yes. He has been writing for batten ever since Osshoi.
It's worth noting the emphasis put on the choreography for watakoi this time, that was all done by a man called 振付稼業air:man, with the intended goal of making it "Systematic". I honestly love this choreography, it reminds me of switches and power running through a circuit or system, but maybe that's just the 'tism.
