Well, by 'mature' I mean mature for a youkai. Afterall, she's basically a old adult wild cat. You tell me if you gave one a human intelligence if they are going to allow suddenly learn how to deal with people.

Chen is a young youkai without much experience with people beyond normal beast youkai habits. Eventually she'll learn there is more to humans then a bit of fun attacking them on the animal trails. Until then Ran isn't going to have her go shopping in the village, assuming she even behaved herself there is no telling what she'll come back with.

For a beast youkai though, she's about right and she's not stupid so much as she still thinks a bit like a animal. So yeah, she's neither retarded nor a child... she's just immature compared to her masters, in the same category as some of the other lower level youkai. Perhaps not as thick as Rumia but not quite as capable of dealing with humans as Mystia.
