That's where the suspension of disbelief tends to play a factor. A lot of the times when you see something like an Angel in traditional Christian artwork, especially in the Renaissance, or even the series Haibane Renmei, their wings are directly attacked to the scapulae. Now, while that seems counter-intuitive, since those are the human shoulder blades, they also have a separate grouping of muscles that they can control them to fly, as well as a different overall bone density to humans. Do keep in mind, however, that the Haibane's wings are grossly ineffective at anything more than being a distinguishing physical characteristic between them and normal humans in the purgatory of the series. As for the Naga back fins those work if that's your aesthetic choice because ultimately while there are muscles that would be attached to them at the base of the dorsal fins, they would be more either part of muscle groups like the trapezius, latissimus dorsi, and rhomboids than anything new and fantastical. After all, they really don't serve any purpose in Warcraft that we've seen past possibly being a part of their species' body language, since they don't retract or use them for much of anything outside of possible aquatic movement similar to actual fish.
