Alright i'll make one based on my experience with new players coming in.
Easy: Tenshi, Sanae, Okuu, Cirno and Suika to an extent
(all rather forgiving heroes that require low farm to (help) kill people. start here if you have no experience i suppose)
Normal: Aya, Reisen, Koishi, yumemi, Reimu, Shikieiki, remilia, wriggle, eirin, murasa(?), yuyuko, mokou, youmu, yukari, ran
(basicly heroes that require last hitting and good positioning/skill shots, start here if you can play ASSFAGGOTS)
Hard: Kaguya, Alice(maybe), Kanako, Momiji
(these require some above average coordination and meta knowledge to play efficiently, all rather weak when not)
Shit tier: Yuugi
