Unless you want to pay $3,000 to $4,000 for the official one the only way is to find a similar doll head shape either SD, DD(the pic you posted is a DD = Dollfie Dream) or different manufacturer and commission an artist to paint her the way you want. Similar costumes and wigs can be found easily on Etsy.
