Typesetting and cleaning is easy. It's basic photoshop/GIMP and doesn't take much time at all, at least to do the job to a basic degree. Once you know how to use all the tools you need to anyway.
Redrawing, on the other hand, is a huge pain in the ass. Though arguably optional, it's not something I can often skip where relevant.
For something without need to redraw anything, like that, it can be just a few minutes per page. About 10 if obsessing over things like alignment, 2 otherwise.

And sure, translating either literally, liberally, lazily, or some combination of those, is easy as hell.
Outside of some limited complex dialogue that is rare for doujins, anyway.
But selecting between the million and a half options to get it as accurate as possible, and get as much nuance and emotion across as possible, while still making it flow well in the target language, is NOT easy. It takes a lot of practice, discrimination, and proofreading, in both Japanese and English at least for common doujins. Rarely other languages too, if shit gets CHUUNI as fuck. For doujins that's
So that depends on how fucking picky you are. A lot of people are way too picky, a lot aren't picky enough.
