The number given isn't consistent.
In Onikakushi, 1251 is the number given for all the communities that would've been displaced by the dam project, by Tatarigoroshi, Hinamizawa's population alone numbers above 1200, and in Minagoroshi, whenever it comes up, the number is given as 2000.
I find it really hard to cling to a hard number when the author clearly didn't have it straight himself. I remember that in some development blog (can't find the source right now), the initial population was much, much smaller than what we got in the final product, to the point where it really was just a handful of residences, but since it was based on Shirakawa-go, he decided to increase the size significantly to match with the source material.
