I was thinking Settsu Kai. Settsu was a battleship before her conversion to a training ship, so even with CA-tier stats (she is small by WWII battleship standards) she should be able to equip 46cms and deliver enough firepower to be leveled easily prior to her Kai.

She had next to no role in WWII, though, except a single decoy plan where her role was to cosplay some CVs.
