ZUN created Yukari as an enigma and medium to picture the mechanism behind this vast otherworld known as Gensokyo, but on the other hand he still need someone who can show how more traditional youkai works including blending in and "interact" with humans.
Taking both original myth and Touhou lore into account, other iconic youkai like tengu and kappa both has specific occupation/environment while oni is too chaotic and direct (also feared), so tanuki like Mamizou is perfect because they are master disguise and natural prankster, and also isn't really bound by anything to stop them from meddling in any human affairs.
With that said, the only good reason to hate her is probably her personality, but even I don't see anything really wrong it other than subjective view.
