Not to... have this same damn discussion, again, because it's been rehashed so many times. But I think the logic behind it is simple. Put aside albinos and genetic abnormalities since that's always the retort. Now, black people have black hair and dark brown eyes. Asian people have black hair and dark brown eyes. Only Caucasian people have considerable variety in hair and eye color. So if you want to design a character with any other hair and eye color, you will be delving into Caucasian phenotypes. Saying "generic humans" is a bit misleading because any attempt to change X hair color or Y eye color will necessarily mean going outside of what is representative of anything actually in Japan.

And that's fine, really. If you wanted character design to remain true to Japan everything would look like SZS. And I love SZS but if everything were that it would get stale. But it's only natural that people say "anime characters are white" when you have a bunch of purportedly Japanese schoolgirls running around with red hair and green eyes.
