It's even common in rural US areas,
..like taking stuff from this Swiss refrigerator and putting the money next to it.
The theory goes back very far, I think I read it in sth. by Plato or other Greek guy's book.
Despots or Dictators rule over multicultural societies, they can only be managed this way. A feeling of "´family" of the whole population is necessary for a democratic system to work, as trust and friendship based on common values is necessary.

The US used to have this "family" as long as integration into the American dream was possible, this is no longer the case.
Japan still actively creates this unity and therfor trust of the population, e.g. "News" having many people go " atsui desu ne" into the microphone on a hot day.
