The upcoming KCV build will bring a change to the way quests translations are handled. We're moving over to using IDs as the primary lookup mechanism, which, sadly, breaks the translations for all quests released before April 2014.

Knowing the user base I am not expecting anyone to bother sending me XML snippets as it almost never happened before, therefore KCV now has a built-in locstring submission feature.

If you have the option to add untranslated strings, the new builds will automatically submit quest ID, title and description whenever you encounter an untranslated quest for the first time. Submission happens in plain text, uses HTTP and, as you will be able to see from both the source code and traffic dumps, only contains four pieces of data: Type (“Quest” for quests; no other types are currently supported), ID, Title and Detail.

I know this will send 99.9% of the users into a fit of primal rage (“OMG MY CREDIT QUEST AND QUEST CARD DATA ARE BEING PHISHED”), but I'm tired of being blamed for missing translations when my luck just does not let me clear the prerequisites to obtain those quests.

Reminder: submission ONLY happens if you have the option to add untranslated data enabled. Later there will be a separate option that will control the submission feature.
