They are Youkai like any other, but they can infect other humans. It seems to be a special honor or something done very rarely, as Remi and Flan are both ~500 years old and were bitten at childhood (Remi claims to be descended from Vlad Tepes, who died in 1476, so this seems odd), and there's not a lot of vampires despite them existing for minimum 500 years.

Perfect Memento in Strict Sense describes them as rare and incredibly powerful, to the point that humans and vampires formed a treaty so that they don't have to destroy each other (in line with the treaty the humans and youkai of Gensokyo have, but specific for vampires), vampires get blood from willing donors and in turn only get to cause havoc in the form of a "big catastrophe" every once in a while so they don't get bored and go crazy.

I may not remembering this 100% correctly but I'm not gonna look it up for this shit.
