I think it's set-up to deter poaching, like in the office environment where people with expertise are offered higher pay by another company. This is why there's an agreement between Apple, Google, and Amazon to not poach each other's employees.

janken is akb48's version a gentlemanly fight, instead of a bitch cat fight and backstabbing like most women do. The way of the samurai so to speak. I mean, it serves to control infighting between the members, also I commend akip for investing money on this and giving lesser known members a chance to shine (albeit a bit of a random draw). Personally, I'd like them to change the format into a poker match instead.
