This is a little overenthusiastic. Repeated re-encoding does cause larger drops in quality, but when you're using fairly high-fidelity compression like 320k mp3, the difference will still be very subtle, and certainly not "utter incomprehensible garbage". Of course, there's no sense in doing such a thing, because you're throwing away fidelity with no gain in compression, so on a philosophical level it's a stupid thing to do.
