The quoted line is directly from SCoOW. In general, the distinction between fox and shikigami is overblown; from what we've seen they act the same whether or not the "shikigami" is active (see: Chen getting doused), it's mostly a matter of whether or not they're being empowered by following their directives.
Also she's notoriously crafty (like a fox), she likes fried tofu (like a fox) and has even absconded with said tofu placed as bait by Rinnosuke.

She's still described as being gentle and disliking combat, though.
