Why do all of Reimu's spellcards besides Wind god kick, Fantasy orb and Demon Binding Circle have such a horrible damage/cardcost ratio?

Not to mention the sheer ineficiency of using them?
Fantasy seal does like 30% more damage than a full Fantasy orb yet is uses all 5 cards, the two Ying-yang orbs are slow as dick and easily avoidable.
Fantasy heaven is not even a spellcard.
