Just to clarify, to my knowledge it doesn't say ryu are more common there compared to how many ryu live in all of Zipangu. Rather, there are simply a lot of ryu that live in a relatively small area there compared to how vast Zipangu is. And since the ryu there are not treated as gods, they are easier to make contact with.

Most all of them are descended from one ryu named Long Quan. To quote:

Looking through the more legible Dragonia translation, I just find the stuff about how they culturally view the their old form both cute and fascinating. That they may consider it insulting if you ask her to take that form just to look at it, or alternatively it may excite them to the point of raping you when they return to humanoid form.

Then there is ryus, who apparently do have dragon level pride in one thing. Namely apparently they consider the need to bathe as insulting to their pride as water goddesses (I guess due to the idea that they shouldn't have to clean themselves), and will become enraged if any man other than their husband sees them bathing. Course if they are unmarried then their rage toward a unclaimed man may turn to passion, as the only way to forgive him is to make him their chosen one.
