1. Sion is not yet a complete vampire. She's infected, but she hasn't turned, hence she can walk around during the day (although it's painful for her, it's not instantly lethal) and hasn't drank a drop of blood.
Sion is able to resist her vampirism so long as she doesn't drink blood and the Night of Wallachia is not in progress, but it's incurable according to Arcueid.

2. Satsuki drinks blood, but she's not feasting on it like she was in Tsukihime. MB is supposed to take place after the unseen Satsuki route. Shiki must've saved her, or something. Who knows.

That also has the side-effect of altering the vampire more like whatever animal they drink from most. Gransurg Blackmore looks like a human-sized raven due to drinking their blood exclusively.
