Assuming that:
-Okuu has the enormous chest muscles needed to generate lift.
-the Wings placed where they are are not the massive problem they would be IRL for flying
-Using the largest birds/bats ever for proxies
-That the cannon/concrete foot added, Okuu weighs like an adult human man.

It would be 9-12 meters wingspan depending: very clumsy and mostly gliding, but still.

Of course magical flight stuff helps enormously, as would hollow bones (a little bit), dense and efficient Youkai muscle. Being short would help a bunch too.
