I prefer the interpretation that she's a youkai that can manipulate flowers, not a flower youkai.
The "Flower Youkai" thing tends to lead to people making her an utter sociopath, with the excuse that valuing an animal life over a plant one is an alien concept to her, but that's just not the case.
It's not necessarily "wrong" from a linguistic point of view, but it's more commonly taken to an extreme level, and that usually ruins her character for me.
So, the way I prefer to think about it, is that she is a youkai who can manipulate flowers, who is very old and very powerful, but all these are more or less unrelated to each other, since she is powerful more from natural talent in combat/practice than anything related to being a flower manipulator, and the age she is is just because no one can beat her who is stupid enough to try, or has nothing better to do.
She's been forged in fire, and all the dross of the lesser beings has shed off, with all that's left being Yuuka. A true diamond in the rough.

Of course, don't let me dictate how you want to view her character. It's more fun coming up with different angles of viewing her than everyone being in total agreement after all, and if for some reason you think it suits her better, or it's integral to understanding her in a fanwork, by all means go ahead, but I'm really stubborn about my headcanons when it comes to Yuukarin (and Rumia to an extent as well).
