Isuzu is easier to level and easier to use. Tatsuta is frailer but is also the idea expedition mule.
Naka doesn't have automatic oASW, but she's alright in surface combat.

Tatsuta aside, every daihatsu CL is better. "Cheap consumption" isn't that useful when the only thing that's cheaper for Tenryuu is ammo consumption. However, that's meaningless if frequently run expeditions (like 5 or 9) that consume no ammo.
