So I actually did it(in my opinion obviously)

I had to make an excuse to get rid of Nene, otherwise she'd just power through everyone forever.

The way I did it was, kept the amount of graduates the same, and thats the amount 'eliminated' per year to make it fair and equal amounts for the transfer-ins.

In 2017, if SG did your idea, we would have a Lineup of:
