Anyone else who's been reading and listening for a little over year feel like they're just spinning their wheels and getting nowhere?

In the first few months of reading my ability grew significantly, but I don't feel like I've made any progress at all in months now. Fluency still feels very much out of reach and with each month that passes I don't feel like I'm getting any closer to it. It's pretty disheartening.
