When people say cookie is not Touhou, It doesn't mean they are not related, but they should not be mixed.
You see, early part of cookie MADs were all about bait and switch into inmu. Which later assimilated by the inmu culture and developed into its own thing. The ambiguity of the character is heavily in play of cookie shitposters. However, their actual different is just too large it is inappropriate to see it as Touhou, especially when online scandal/violence and e-girl drama shit is involved. It's like yukkuri abuse materials are usually not consider as Touhou when it is not set in Gensokyo, and there is no actual Touhou character around. Not to mention ZUN fucking hate it. That alone should exempt Cookie from being Touhou

In /jp/ scenario, Cookie could be seen as proto-vtuber, Cookie girls are essentially internet personalities being pushed by the community instead of corporation and girl themselves. This is getting more relevant as aneki coming back to surface as vtuber. Vtumor aside, no proper Touhou fan should touch this shit.

Also I believe the infectious nature of inmu culture is incompatible with /jp/ exclusive board culture. Though i don't think they have anywhere to go on this site except shitposting boards. (monotone)
