But people in general aren't afraid of the surreal by itself either. They are afraid of what it represents: the unknown. Yukari and Rumia both represent fears that fall under that same category, yet their power levels are vastly different. Nue, on the other hand, directly represents the fear of the unknown, and while certainly more powerful than Rumia, she's still considered far below the likes of Yukari.

And I disagree on the "nobody is afraid of the dark itself but from what lurks in it" comment in the first place. When encounter nature in general, we do not feel fear. We only experience the fear when we encounter the things that are part of nature that are the true cause of that fear, such as wild animals or natural disasters. But the dark is different. Even if the fear is ultimately derived from not knowing what, if anything, lurks in the dark, looking into darkness is enough to make us experience the fear without even thinking about the reason behind it.
