What if the sea of fragments, the meta world and purgatorio are the same thing and all of it is a collective illusion for all the souls trapped under the Glass Sea? That's why all these memories are in the shape of shards of glass. There are no parallel worlds, just souls forever reliving their lives in different ways as a collective hallucination in the afterlife. Remember that both Higurashi and Umineko called them "fragments of memories" and "imagined worlds where we did this or that differently", rather than true parallel worlds.

The battle standard festival took place in the GIFU stadium. The glass sea can be seen from the hot springs in a Gifu hotel. Hinamizawa was probably in that location. Keiichi and his friends were probably elderly people when WW3 happened and their souls got stuck under the glass, reliving their youth forever.

The witches who surpass the level of creators and reach that "forbidden plane" never return because their souls turn into spiritum and are used as fuel by humanity.

There is only one universe. The sea of fragments is an illusion of tortured souls. RGD is a simulation. Ciconia is another simulation but using brains in jars and replicating the exact state of the world before WW4.
