They couldnt come close to establishing a foothold on the moon. Also human technology isnt nearly as advanced in the capital. The Lunatic Kingdom has items that can manipulate mass and allow the user to fly, they have hand held vulcan canons and they can manipulate probability which is how they got to the moon in the first place. Toyo's fan is also quite formidable. The only reason why you're doubting anything she's saying is because what she says makes you uncomfortable. I've seen twitter users and redditors with better fanon than this.
