It doesn't really matter does it? Every seafaring culture has whaled at some point. Whites took so much advantage of whaling we drove them to near extinction in the first place. But we're not doing it anymore.

Whaling is a completely insignificant part of Japan's economy (not even large enough to be classified a cottage industry). Japan's government should step in like China would and use legal force to stop whaling simply to avoid international criticism. The Sea Shepherd, whale endangerment, and other hippie tears is really not important compared to national image.
