Because I look at this and I see the 'seemed to be' and 'as though'. Doesn't necessarily mean she's actually immortal, but much like the rest of the game, R07 wanted to allow multiple interpretations. You could see it as meaning she's Featherine, or you could see it as her aging pretty well and Ange not wanting to put it down the rest down to makeup. Plus, original Tohya doesn't even look like he's aged a day either, with the only thing pointing otherwise being the white hair, which may well have been caused by the stress that put him in the wheelchair too.
