Huh? I'm not sure what you mean - are you saying people want to heart the heroines so, as a direct result, the scripts are over 50% heroine? I look at scripts directly for both moege and plotge so I know that's usually not the case. But rather than just appealing to authority whatever... just think about it.

1 - Each voiced line of dialogue costs money. Therefore writers are encouraged to, at the very least, restrain themselves when it comes to voice dialogue.
2 - VN protagonists narrate to themselves constantly. Things like pic related are everywhere and will throw off the ratio. A heroine will speak 1 line then the protag will say 1 line and think 2 lines, putting the ratio heavily in his favor, so to speak.
3 - The protagonist is ALWAYS present, but heroines aren't. In a scene where a protagonist is alone in his bedroom, every line will be unvoiced - a 100 line scene would throw off the ratio hard for several future scenes even.
