Okina can be traced back to a terrible version of Shiva and did not seem threatened by the "big shots of hell" and quite literally knew Heca.
Daikokuten (the Japanese version of Mahakala) was also feared by the Lunarians as they tried to usurp his lands, and they feared his retaliation. So they bound him using shimenawa, but since Okina still walks, that just prevents her from going to the moon, I bet.

Even if she's not as strong as Heca, she's probably SS-tier.
