Just to clear things up,

It's actually Amuse, their talent agency that scout the girls. Sakura Gakuin is one of the many groups under Amuse which also include Perfume amongst others. And in SG's case most of them had prior experience in the entertainment industry, for example Marina, Hana, Yunano and the two new members were in Ciaogirls(CM girls for the Ciao shoujo manga magazine).

The group's tagline is "the unit with limited time of growth", and the graduations are likened to graduating from your school to pursue your ambition(now Ayami is an idol, Ayaka is an actress, Marina is a seiyuu and Suzuka is in Babymetal etc). Just putting this out for those coming in from other idol groups where graduations of the top members are not something you'll want happening yearly.
