Hecatia was using Okina's tampering as an excuse to revive hell, as well as trying to rescue Gensokyo from its nature crisis. She only didn't do that because Clownpiece went against her orders. Okina threatened Clownpiece and told her to tell Hecatia not to fuck with Gensokyo. They seem to have had no actual conflict, and Hecatia never mentioned being relieved. She DID mention that it was lucky that her plans weren't revealed, but that's all.
