Not really that hard when people in charge have interesting ideas about which turret they should chop when turning a 5 turret battleship design to a 4 turret battlecruiser design. Plus, there's the whole Fisher's misadventures in 3" and 4" secondary land before the RN returned to using 6" guns as secondaries until Fisher was once again unleashed and brought 4" guns (now in triple mounts so that they can be both underpowered and unwieldy) back for two classes before the Bongs settled for 5.5" guns for their last few ships. Meanwhile, the US was boring as fuck (5" guns get replaced by new 5" guns that get replaced by new 5" guns) and nips had that whole 15cm shells too big and heavy for Japanese sailors, gotta go with a 14cm gun instead.
