It makes me think, according to the interview with Ryukishi, Oryou was an afterthought he came up after the release of Onikakushi while expanding on Mion's backstory. Apparently she was even a comedic relief character at some point.
In contrast the mayor was briefly mentioned during Onikakushi, making his character chronologically older than Oryou, could it be that he was supposed to be the leader of the Hinamizawa during earlier iteration only for Ryukishi to scrap the idea and give the role to Oryou instead?
