I am not talking about exceptional youkai, i am talking about low level ones that usually don't have a human form. They have some ways to gain human form:

Absorb spiritual energy from humans by instilling fear in human's mind,
Absorb spiritual energy by eating humans,
Gain spiritual energy from humans worship, like Tengus,

Humans in Gensokyo have high spirituality, since their ancestors were youkai hunters. There is also Mamizou raising baby tsukumogami and bake tanuki spiritual energy.
